Thirumal,
For Dashboard level chat, (after login with Administrator privilege),
go to:
Administration -> Configuration
In the Key search field type: chat.
It will bring up the Key ID for "/dashboard/.show./chat/". On Right
side, in Value field change its value from 0 to 1 and click on SAVE Icon
at the top (Disk icon, not +).
After that you need restart the server.
