Hi Ashish, 

Seems ok except maybe you forgot to set url to 
ClassLoader.getSystemResource("approval.properties"). 

Also, googling gave me this link which you may find useful:

is there a problem if i do some thing like below

URL url = null;
url =
this.getClass().getClassLoader().getResource("approvals.properties");
if(url== null)
{
   
ClassLoader.getSystemResource("approvals.properties");
}
