tiles-el comes with 1.2.x branch.

You can try to use struts-el contrib from this branch on a struts 1.1 app. It MAY work 
as they're is no deep changes
between 1.1 and 1.2.x in tiles.

You may try the new struts 1.2.2 "stable" release
http://cvs.apache.org/dist/struts/v1.2.2

You may also use a 2.4 servlet container.
