It was easy for me to find:
1. Go to http://struts.apache.org/
2. Choose your version in the top-left
3. Choose guides
4. Choose struts.xml
For instance, if you choose 2.1.8.1, you'll end up here:
http://struts.apache.org/2.1.8.1/docs/strutsxml.html
You get the full DTD of the XML file, and links to the details of
various configuration elements.
