That is the official page, in fact 2.1.5 isn't actually on the page that button is linked to. My guess would be something in the CI Script updates the blue button automatically and it was unintentionally triggered. One of the devs already added a robots.txt file to try to convince Google not to index the *draft* docs at struts.apache.org/2.x, but it will take time some time to see if that works.
