So this is not a bug. I was able to create a new system offering which is where I specified the bandwidth limit, and it applies at the vRouter. It works as advertised. I've observed the same behaviour with CS 4.2.1 and XenServer 6.2sp1, where QOS config of VIF was configurable only from the Global Settings: vm.network.throttling.rate and network.throttling.rate. Changing Network rate in Service Offerings does not appear to affect QOS on XenServer. Is this a bug? The network rate which you have defined in network offering takes effect only when you add additional network to VM. Not on the default network. For User VM, I think you have set network rate in the service offering. Or globally in vm.network.throttling.rate.
