I am assuming you are using either LXC or KVM, right?
I do not use those hypervisors, have you executed all of the required
configurations to enable live migrations?

If you have already deleted the file “/etc/libvirt/qemu/i-2-28-VM.xml” and
tried the migration again, and it did not work. How is your Java debugging
skills? I would suggest you to debug the migration workflow, there might be
a hidden exception there.

an old CloudStack 3.2 installation that I reset the configuration and 
software.
