Hi :) How about using GnuCash? http://www.gnucash.org/ It is a bit like Sage or QuickBooks or something. Although primarily for personal finances it is also used in small companies finance department. Just select the range of cells to which you wish this restriction to apply - even the entire column - before you use Data | Validity... | Criteria | Allow | List. I trust this helps.
