I confirm that Base was _always_ installed with the rest of the suite for me. Do you have LibreOffice Start Center with your installation? Not a 100% sure, but try this. Open a Writer document Left click on Check "Available Databases" column on right. If not there, try button below to reconnect to Calc spreadsheet. Hope this helps.
