Thanks for pointing that out! I clicked on the Custom option during install
and I was able to turn on include/ and lib/ directory deployment

No, there is an optional feature which triggers the
installation of the
include/ and lib/ directories. Pay attention to the
product selection
dialog during installation. And FWIW, 2.2.17 is
current.
