Hard links were only used in v3 for deduplication, the restored file would
not be a hard link to my knowledge, however, that question may be better
asked on the backuppc user list.

update to 4.1.0 available through COPR[1] for now for a couple of reasons:

1. It's a huge change, hardlinks are no longer used for deduplication, but
v4 can read v3 backups.
