This sounds more like an Xfce issue; have you tried asking at their
forum, http://forum.xfce.org/index.php

Joe, it is definitely a DNF problem. See the bug that Kevin pointed me to.

DNF is bringing in the wrong libs for a number of desktop environments.

So I hold off on completing the migration to the new setup until I get
this fixed.

Definitely messed up.

I hope that they will come out with a direct fix (install this,
uninstall that) rather than reinstall whole system...

that looks like it with Adam telling anyone with problems with an
environment other than KDE to file a separate bug report. So I guess
I will have to do that as I did the NetInstall Aug 3.

I do not want to reinstall. I want Xfce working...

This may be  worth a try

From my first F24 install (XFCE) notes - some time ago

lightdm would not select XFCE as the window manager
and it was necessary to "dnf remove cinnamon"

I'm sure there are others, but here are two suggestions.

I notice for 4 environments on my F24 system (gnome, mate,
plasma, and cinnamon), each set the environment variable
DESKTOP_SESSION. Unfortunately I don't have xfce installed
to check it.

At the login screen, after your user id is selected or
typed in, but before entering your password, look for
an icon that drops down a menu of available desktop
environments. It will default to your most recent
session and you can select a different one if desired.

More on this.

I am looking at /root/anaconda-ks.cfg and in the packages section it shows:

@^xfce-desktop-environment
