The max pods is just an upper bound, but if node resources are already
exhausted before the max is reached, no more pods would be scheduled on
that node.

I thought you could set max-pods in the /etc/origin/node/node-config.yml to 
what ever number of pods you'd like, for example?

kubeletArguments:
  max-pods:
- "250"
