Googling may not help you too much as the encoding of the timerec is opensips specific, even if the concepts are from the RFC. CP -> OpenSIPS Control Panel web interface http://controlpanel.opensips.org/ , it has a Dynamic Routing provisioning tool. The intention here is that from 2000-01-01 00:00:00 to 2022-01-12 18:34:59 then prefix 441476292508 will go to gw9, but after that it will go to gw8. This is for all times of day and all days of the week.
