I am not the expert, but I dont think OpenSIPS can be used as a transcoder.

It acts only as a signaling proxy, media is not passed through opensips, 
just the SDP information.

But I am not the expert.

OpenSIPS is a SIP proxy.  It has no imaginable relation to codecs or  
anything audio-bearer related.  It does not deal with RTP at all.
