See http://jira.codehaus.org/browse/SCM-445 A number of the issues and how I worked around them are in the site documentation, which I've put up at http://lastweekend.com.au/projects/maven-scm-provider-accurev/site/ I'm currently trying to get this included into maven-scm-1.3, to use it in the meantime you'll need to download and build and then reference version 1.2.1-SNAPSHOT in your pom.
