Once created it looks like you can't change the priority. Somebody from the maven team probably could. I would suggest voting for it in JIRA. I tried to rebuild the jar myself from the trunk and get the same results, no antlib.xml and no ant package. Somehow I mangled the URL for the bug report. This is a very big problem, since as the report states, it's not only the antlib.xml file that is missing, but all the ant plugin classes...in short, there is no ant plugin in version 2.0.2.
