I'm not one of the deveopers, but it looks like an infinite loop
trying to resolve the self-referential javadoc.offlineurl property.
Maybe you need two properties:
javadoc.offlineurl
javadoc.offlineurl.local
Just a thought.

Assuming my guess is correct, I guess that depends on whether or not self-referencing properties are supported in Maven. Are they supported in Ant? I've never tried.
