more, and found others with this issue from as far back as 2008, but
no solutions posted.

I guess that Maven uses OpenSSH to open secure connections.
Putty Keys are not compatible with OpenSSH.
You have to export your Putty key in OpenSSH format and use that file 
for Maven.

AFAIR you can do it in pageant or in puttygen.
