funnily enough, goals= will work I think.

default goes into maven.xml for now.

You'd have something like this in your top level maven.xml file

project default=build-all xmlns:j=jelly:core xmlns:m
=jelly:maven
  preGoal name=build-all
  !--Stuff you wanna do before reactor launches(if necessary)--
  /preGoal

  goal name=build-all
 m:reactor basedir=${basedir}
   includes=*/project.xml
   goals=DEFAULT GOAL IN ALL SUBPROJECTS
   banner=Building Project
   ignoreFailures=false/
  /goal
/project
