You can delete the mirror -- that is the default for M2.0.7. (I think it switched in M2.0.6 but I could be wrong.) Are you sure you're not behind a proxy, or running some anti-virus software that captures outgoing packets, or something else similar either installed on your box or somewhere in your network? Seems to be a problem with name resolution on the network level. Probably the (windows) DNS service. I've reset the global settings.xml file to point to ibiblio and it seems to work. Why not try commenting ibiblio out in your settings.xml to check your theory. Why are you trying to connect to ibiblio at all? Just use the standard repo1.maven.org as suggested by John. Additionally, try adding -U to force updates of artifacts. And/or delete the ~/.m2/repository directory to get rid of bad metadata and try again with a -U.
