Doesn't Help-->Check for Updates update 12.1 to 12.3?

Hello
   I tried to update 12.1 to 12.3 by going to Help-->Check for Updates
but the message is your IDE is "Your IDE is up to date"

Isn't  Check for Updates for updating the IDE or only for plugin updates?

  The story is, I tried to learn the NetBeans Platform form the book by
Paul and Gail Andrson. From a link given in that book, I was driven to this
NetBeans Quickstart tutorial. For doing the tutorial, I tried to get the
Help of the NetBeans community since the particular game could not be found
was needed to complete the tutorial.
"The focus of the tutorial is a "hello world" scenario based on the Sudoku
Game by Peter Kriens <http://www.aqute.biz/Code/Download#sudoku>". You
import the OSGi bundles constituting the Sudoku Game, together with the
related required Equinox bundles. "

This change took place after I followed this tutorial at
https://blog.payara.fish/adding-payara-server-to-netbeans .When I was going
through the tutorial some materials were downloaded from maven. I am not
sure what did take place.
