I think the shape must come from the menu and not the desktop.

If read literally, the help instructions can be a bit confusing, because
the steps are not drag and drop. Maybe this will help:

 1. When you have clicked on the required shape in the Drawing toolbar,
the mouse cursor changes to a cross-hair (a plus sign).
 2. Move the cursor pointer to the position on the page where you want
to start drawing the shape.
 3. Click hold down the left mouse button while dragging the shape to
the required size, then release the mouse button.

 To create a flowchart:

1.

   Select a tool from the *Flowchart* toolbar on the *Drawing* bar.

2.

   Drag a shape in your slide.
