I solved the problem by manually configuring Gluster storage on my three nodes 
and the running the engine-deploy utility to stand up the management engine.

oVirt Hosted Engine installation via cockpit interface is not supported
anymore since 4.5.
The Cockpit oVirt interface has not been retired but it's not actively
maintained anymore: https://github.com/oVirt/cockpit-ovirt
