I had the very same problem, but the upgrade was complaining for a
different locale.
Try to add the following line at the beginning of the
file /opt/rh/rh-postgresql95/root/usr/bin/postgresql-setup, after the

I had the same error, but for me only worked when I created a new
instalation , run engine-setup for create a new database , after I runed
engine-cleanup to clear the instalation and restore a full backup  , all
the language of SO is english.

actually passed the correct options to postgresql-setup?

Also, if at all possible, please provide complete reproduction steps.
