In a fully released version, you'd be right. For rule development in the development version of SA (3.2), we've just been putting the sandbox-area loadplugin lines in the cf files for simplicity. As the rules and code get to the point that they'll be promoted, the plugins (or code therein) will be moved to a more appropriate area. In the end when 3.2 is released, things will be how you expect -- new loadplugin lines in v320.pre, etc. A good rule of thumb is that if you're using the development version of SA, you shouldn't be surprised by anything. ;) -- Randomly Generated Tagline: 4.
