autowhitelist off but used?

I inherited this site/email system in which autowhitelist had been running but 
spam and ham never properly marked so I believe all email to be 
auto-whitelisted.\\
I turned auto-whitelist off with: use_auto_whitelist 0
However, I found this in a header:  -4.4 AWL AWL: From: address is in the auto 
white-list
Why is AWL still being evaluated?  I can confirm that 
/spamassassin/auto-whitelist file stopped updating when I set the user spec to 
0

(SA 3.1.1 running on a shared server, auto-learn disabled, HostGator.net)

Autowhitelist doesn't actually whitelist. What it does is adjust the
score towards the average score for the sender. It's unlikely to be the
cause of your problem.

Perhaps some per-user config was being picked-up. You might want to
comment out the line that loads the AWL plugin in v310.pre.

That's nearly 7 years old; and probably the real source of your
problem.

and awl in this release have hardcoded /16 in awl code, where it later 
is freely set to /8 /16 /24 /32 ipranges where /24 is new perfered
