Few have already have few instances on 1.10.2.
to keep all other instances consistent we are upgrading to 1.10.2.

check 1.9 and 1.8) for details especially the new feature compatibility matrix. 
TLDR: No.

Is there a reason not to upgrade to 1.14? 1.10 will be out of support this 
spring (2022-04-13).

It makes sense to consider upgrading the FSFS format of repositories with
the `svnadmin upgrade` command. See
https://subversion.apache.org/docs/release-notes/1.10.html#fsfs-format8.

You get nearly all of the benefits simply by upgrading. You do not
need to dump/load. As noted, you ought to try to move to the 1.14.x
release if at all possible.
