Hey, I mean, I tried with the configuration in tomcat-users.xml.

Here added the users and restarted the server, but iam getting 404 error here.

Maybe you forgot to remove a !-- ... -- pair somewhere ?

Since there's no official Tomcat release with that nomenclature, you'll have to 
ask whatever 3rd-party repackager you got that one from.  If you download and 
install a real Tomcat from tomcat.apache.org, the manager webapp is present and 
ready to run.

You have to make sure /manager application available in /webapps folder of 
Tomcat installation.
