You want to use or inside inside your element in META-INF/context.xml. In general, I'd recommend using for non-code files, because you don't want a user to be able to upload a file which then takes precedence over a file or library that comes with your application . Note that resources are *cached by default*, so if you have dynamic changes to the filesystem (e.g. file-uploads, separate processed making changes to the fs, etc.) then you'll want to disable that.
