Maybe you have the same problem, and want to add many user-accounts in bulk. Maybe this script (I wrote) can help you out. The script can produce a XAR archive that can be uploaded using the import-function in the Admin panel. After doing so you still need to add these users to the group XWikiAllGroup (and additional groups if you like).
