- hast Du noch interessante Einträge im ErrorLog?
- in welchem Verzeichnis ist die Datei "HTML-File" gespeichert und unter 
welchem Namen?
- wurde Deine Anweisung "" ersetzt 
oder findest Du sie unverändert im Quelltext des "HTML-File" wieder, 
wenn Du sie über den Apache abgerufen hast?

Subversion hat nichts, aber auch gar nichts, mit python zu tun (gut, es
gibt subversion-Bindings für Python, das ist aber nicht für mod_dav_svn)
Ich denke mal, du hast irgendwo einen Fipptehler in Deiner Konfig.
Greppe doch mal rekursiv nach "python.apache".
