So far I have locale files for Mexican Spanish, someone working on files for Venezuelan Spanish, and someone working on files for Japanese. *If you would like to have VCL 2.3 in your language, please contribute translation files!* Anyone in the community can contribute these. Toru contributed translation for Japanese and Chinese for VCL 2.2. I added any changes needed for the differences in VCL 2.2 and 2.3 for Japanese using Google translate. So, it would be great if someone can review it and make appropriate changes. I included the Chinese Toru contributed for 2.2, but did not add anything for changes introduced by 2.3.
