It's a bug.  Here's the TechNote from July:

BUG REPORT: Queued backups with 24x7 windows are failing at midnight with
status code 196.

Open a support ticket - there are "undocumented features" with NBPEM in 6.5.2.  
Support will verify a few things and give you an EEB to put on your system.

After I installed 6.5.2 I noticed all jobs 196'ing at midnight (even when the 
next day was a runday).  This is a known issue for people running 6.5.2 and

My question is: is this a bug ? Or is this simply how it's going to be from
