The bpmedia -movedb moves a part of netbackup database. You can't change a master server with this. If you use 4.5 or 5.x just copy the /volmgr/database/ directory and /netbackup/db/media/mediadb Then reconfigure the library and the tape drive and your tapes are now moved to the new server. bpmedia -movedb is designed to move mediadb files between media servers in the same environment. I'm not sure it'll work to move to a new master. The new master may have to start life as a media server to the original master, then be converted. Still, this is probably more complicated than that. However, make sure deamons are up on all machines be sure that each server has the other in bp.conf as SERVER = servername. If not, moving the master is *NOT* supported.
