believe (when I used to backup Exchange) that one license coverd all the 
exchange servers.
 
With 
Symantec now holding the NBU License rules, it could well 
change

You must use one license per client, this is the correct licensing for
exchange.

You can have only one license key for some clients but then in the
Symantec certificate you can see in the "number of licenses" some
different from 1...

If works two exchanges with only one license... Relatively... It depends
on many things.

I heard last month that Symantec is going to be rolling out a new
license system.  If I understood them correctly, it will initially be
voluntary and eventually enforced.  This may actually us to properly
manage our licenses - it's currently an ugly mess especially if you have
a bunch of virtual servers that you are backing up (which we're doing on
a lot of hosts).
