For clean running, I personally "do" stop and manually restart the services,
just for my benefit that everything comes up cleanly.

I don't believe it's a requirment, however in any type of support case, you
may get asked the question and possibly asked to do it :-)

In the latest version of 5.0, I still find that we need to.  Re-reading
the config gets close, but I had one case where a single media server
got confused the next day until I restarted the master.

You just need to create STU and use directly, Don't need START and STOP NBU
daemons.
