This sounds like NetBackup is only passing along what the library is telling it. So I'd take NBU out of the picture and try to confirm if it's happening at the library level and go from there. Isn't that library controlled by ACSLS? If so, check the acs event log and also see what you get when you do an audit within acs. Are there any error messages on the library itself?
