This sounds suspiciously like things that happen with
name-resolution issues (as noted by Brown), especially storage unit
hostnames (a bogus STU would add 300 seconds to the start of any
policy, for instance).

You might mention which of NetBackup's dozen
incoherently/inconsistently named consoles you are using, where the
console is being run, and whether the command-line equivalent of all
the oddities exhibit the same delays.

vxlog output going back the two minutes or so it takes to run one of
the operations might be useful if all the Troubleshooting Guide name
resolution tests are successful.  And pbx, ports, firewalls, the
goofy Linux inetd and patches, ...

Do you have an entry:

CONNECT_OPTIONS = localhost 1 0 2

in the bp.conf on your Master Server?  See page 50/51 of the Performance 
Tuning Guide.  It does refer to when the server is busy, which yours is 
not.  As I read it, this causes internal connections not to be funnelled 
through vnetd but to use nonreserved ports and the traditional port 
numbers.

It doesn't sound hopeful but may be worth a try.  I'd also suggest that if 
the server is new you try and move to 6.5.4 as soon as you can before the 
environment grows too much.  If you are not on the FA programme you may 
have to wait for GA but that must be very soon.

Also, absolutely vital is that all the servers are online and IP lookup 
etc works.  You can configure not to require reverse lookups etc.  Any 
problems like that will cause very long pauses.

I have noticed some degraded performance when updating policies, when 
compared to the 5.1 GUI. We're talking another couple of seconds, but it 
is noticeable.
I have also noticed the same long delay (this could be a few minutes if 
there are tens of policies) in activating/deactivating the policies, but 
figure that's worlds better than doing it all manually.

I have not done any performance tuning, but accept the slightly increased 
delays. If you're seeing longer times than that, I would say there is some 
kind of issue, otherwise it's probably normal behavior.
