Thanks for your research.  I read it pretty much the same way.

So I really think what people (opposers) fear is who has the final authority 
(the feds and whatever party), and what could that mean in the future.  Is 
it in the realm of possibility that some future politician (either party) 
might decide to floor a bill that compromises our fishing in favor of 
alleviating 'pain and suffering' to fish, using the 'guidelines' of this 
bill.  That's not far-fetched, if PETA lobbyists were to get huge funding 
from a big-money special interest source.


1.  So is it a real threat?  Not as written.
2.  Is it a perceived threat via set-up and ground-rules?  Quite possible.
3.  Is that their long-range goal- one step at a time, to take over, like 
Hitler?  Who knows?
4.  Is it leaning towards socialism and total government control?  Depends 
on what party you belong to.
5.  Is my (or our) flyfishing jeopardized?  Not at the moment.  But can that 
change?  Yes.
6.  Would this bill make it easier for the feds. (either party) to clamp 
down or 'control-for-profit (i.e. hikes in taxes, permits, licenses, fees, 
etc,) sport-fishing if they chose to do so in the future?  Quite possible- 
it's standard practice as it is.  More taxation is in the cards anyway.
7.  Will certain groups in our society be shown favoritism when it comes to 
getting a free walk down to the water, rod in hand?  Already there.


And $76 billion is a lot of money, but they could print that next week if 
they wanted to (with proper motivation).
They talk billions and trillions now like they did 1000's and millions 30 
years ago.


This 'debate' seems to boiling down to trust and/or suspicion, and party 
affiliation.

I went to the bill's homepage

and read the actual bill. (S.787 - Clean Water Restoration Act) To what I am 
reading, there is nothing that even resembles anything that would infringe 
upon our fishing, hunting, bird watching or any thing else. From what I 
read, it is a good thing. It even states that fishing and bird hunting on 
our waters brings in over $76,600,000,000.00 dollars. That's BILLIONS folks, 
with a B.


As far as I can see. all the bill does is change some wording, and 
reinforces the clean water act of 1972.  TO WIT:


"The purposes of this Act are--

(1) to reaffirm the original intent of Congress in enacting the Federal 
Water Pollution Control Act Amendments of 1972 (Public Law 92-500; 86 Stat. 
816) to restore and maintain the chemical, physical, and biological 
integrity of the waters of the United States;


(2) to clearly define the waters of the United States that are subject to 
the Federal Water Pollution Control Act (33 U.S.C. 1251 et seq.); and


(3) to provide protection to the waters of the United States to the maximum 
extent of the legislative authority of Congress under the Constitution."


It seems to be all about keeping pollutants our of the water, and keeping 
it clean. It states nothing about curtailing any water related sports 
activities.


By the way, the bill was introduced in April of 2009 by several congressmen. 
Here are the proponents of the bill: Mr. FEINGOLD (for himself, Mrs. BOXER, 
Mr. CARDIN, Mr. BROWN, Ms. CANTWELL, Mr. CARPER, Mr. DODD, Mr. DURBIN, Mrs. 
GILLIBRAND, Mr. KERRY, Mr. KOHL, Mr. LAUTENBERG, Mr. LEAHY, Mr. LEVIN, Mr. 
LIEBERMAN, Mr. MENENDEZ, Mr. MERKLEY, Mr. REED, Mr. SANDERS, Mr. SCHUMER, 
Mrs. SHAHEEN, Ms. STABENOW, Mr. WHITEHOUSE, and Mr. WYDEN) introduced the 
following bill; which was read twice and referred to the Committee on 
Environment and Public Works.



There hasn't been any activity on this bill since June 2009, and according 
to the government tracking site of house and senate bills, 
(http://www.govtrack.us/users/events.xpd?monitors=bill:s111-787) there 
hasn't been any activity since.


Sorry to be so long winded, but if we are going to send this type of info 
out, we need the facts, not some sensationalistic journalist's slanted and 
biased opinion.
