We used to use the same type if hooking for Salmon that were hard to catch 
we called it lining a fish and yes it is snagging a fish but it is leagle to 
do because if a fish is snagged in front of the gill it's a leagle catch in 
Washing State. You don't need a fly on the line just cast behind a fish with 
a sink tip and let your leader float and as it breathes the line will go 
between it's jaws and set the hook.Not at all sporting but would catch a 
limit pretty quick for the freezer.

As far as i know, any form of snagging is illegal in N.Y. Unless, your a native 
America.then your allowed. And imho.at this point in history, even that 
should be repealed. Your either part of the problem or part of the solution.
