There are some consumer based video editing programs that have the 
ability to "scene detect" and basically edit the movie for you.

I think even that Windows Movie Maker 2 can do this but I am not sure.
Dear ole Dad I know technology is moving at a rapid pace and these 
two 
programs may go a long way to cut through the dribble shots, but at 
some point you as the human are gonna have to make editing decisions. 

You can do it dude! Courage and happy editing.
Or a really good coffee to help you wittle down the pile.

Thanks for the names of the video editing programs...and yes, I believe that 
MSFT's 
Windows Movie Maker does break down the video.

I suspect that there are millions of folks out there like me who are not as 
adept at using 
online or offline editing tools and, as a consequence, have a lot of digital 
videos of their 
families sitting on their shelves unused.

Though I'm motivated to get these off my shelf and into edited videos I can 
share with my 
family and friends, I know of many, many folks who feel much more comfortable 
with the 
simplicity of using a video camera vs. the complexity of learning how to 
"process" their 
videos.

Seems like a big market opportunity for an enterprising video company.

There is absolutely nothing available and there never will be that will do this for you. Even if you were to employ someone to do the work, you'd still have to tell them which parts held meaning for you.That being said, how to do you go about getting the job done. Here's how I did it. In 1999 I got an iMac with FireWire, iMovie 1 and Sony Digital 8 camera with analog inputs. I had about 25 hours of VHS tapes to go through. Basically I worked on it one tape at a time. I found like you did that most of what recorded was just waiting for good stuff to happen. So I fast forwarded through much of it, capturing interesting things as I went. I worked on this a little bit each day for about 2 weeks. The process of capturing all that stuff was actually more fun than I expected. Many of those tapes I hadn't ever watched so it was a lot of fun to see what was on them. Also, as I found more and more great things I though of how much my family was going to love this stuff. At the end of the two weeks I had a really good idea of what material I had to work with and during the capture process I came up with lots of ideas about how to put things together.
Then I just started grouping things together - by theme - by event - by holiday - whatever. I ended up creating 45 minutes of short videos out of all of that footage. It was a lot of work but totally worth it. Now those videos will actually get watched. This year I posted one of the clips on my vlog as a Christmas present to my family. Check it out:

You might have a look at Muvee http://www.muvee.com  (there's a free trial you can play with). They got in touch with me a while ago asking me to do affiliate marketing on my website, but I wasn't convinced their product would be appealing to videobloggers. However, it might be just right for you.
While it's true that you're going to have to wade through all the video one way or another, both Windows Movie Maker (free) and Roxio VideoWave (cheap) do scene detection (WMM calls it "create clips"), which makes it  quicker and easier to zero in on the interesting bits.
