Yup pingbacks are handled just like normal comments in version 2.x.

Also to do a track back all you need to do in version 2 is to link 
to the permalink of the post in the blog you want to pingback and 
wordpress will handle it from there.

On Wordpress Allowing Pingbacks is allowing trackbacks.

On Wordpress the Allowing Pingbacks option in writing a post allows
trackbacks.
