A "real" noir or neo?

Blood Simple
Spare, stylish, and totally satisfying, from the retro opening credit
sequence where the windshield wipers "wash away" the text to the startling
but not unexpected conclusion.

It appears to fit the bill, but I was thinking black and white. 
Still, the names are wiped off by the wipers. Perhaps there are more 
films using this approach and Blood Simple is referencing an earlier film?
