In the US, and I think most Berne Convention places, works (such as
code) are copyright by those who created them.

So, if Evann wrote stuff and stopped in 2007, it's not appropriate to
add 2008, 2009 to those copyright notices.  When others write code,
their names should be added with the years in which the contributed code
was written.

Basically you should never remove copyright notices.
