Brian, I happen to have a list of the braille commands handy. not even sure where I got it, but it seems to be accurate. Touch an app to place VoiceOver focus on it, then swipe down with one finger until VoiceOver announces the option to arrange apps. Double tap then swipe down again with one finger until you get move app. Double tap. Then touch the app or folder you want the first app placed next to and swipe down with one finger until you reach the option you want. Double tap! Cheers.
