I’m having the same problem. I think the reason is that it opens as if you’d already tapped on My Account and it has timed out. That means that either the App Store has a current and temporary issue or you are for some reason not connected to the internet. The first thing of course would be to reboot your iPhone, now that you use iOS 16 you can simply tell Siri "Reboot my phone" or reboot my device. Siri will ask if you really want to do this and as soon as you say Yes your phone will reboot. This is a nice addition over having to shut the phone down and turning it back on. For whatever it is worth I just opened the App Store and had no issues.
