The apple developer website is located at:
developer.apple.com
There, you can sign up as a developer, under either the Mac or iOS
program. It costs $99 a year. During the sign up process, you will be
asked to agree to an NDA, so read through that and make sure you are
comfortable with it's terms.

become a beta tester for free, but at least I received a free product or 
software for my time and expertise. Most recently, beta testing has not even 
included free product. This is just continuation of the trend.

That said, for product developers, $99 annually for the package to develop for 
such a product with such widespread adoption, and a 33% charge on the 
distribution (only payable if you charge for your product), is actually quite 
inexpensive. I have a friend who owns an oracle application development company 
whose applications are for small to medium-sized businesses. The annual cost 
she must pay to Oracle is now around $100'000 because her business has become 
so successful. Every year her required licensing fees go up as they are based 
on her success.

the wrong way.

become a beta tester. It is really up to us to become beta testers if we want 
to catch, report, and influence Apple during the final testing / development 
phase of each iOS development cycle. Considering how small our population is, 
if we become beta testers at the same percentages as sighted people, only 0.5% 
of the beta testers are testing for VoiceOver accessibility. The odds are that 
the percentage of blind beta testers is even less than 0.5%.

selected. 

You have to wonder about the beta testing. I know one of them, and I sure
wouldn't ask him to go through my phone.

Not a major flaw, but a huge miss, again...
