You can use iTunes, make sure you go to Settings > General and under import 
settings AAC is selected. Then go to where you saved the ringtone, press enter 
on it (I assume it's in MP3) and it will play in iTunes. Find it in your music 
library, then right click and select "Create AAC version". Now go back to where 
the new ringtone is saved, make sure you go to the "Tools" menu, select "Folder 
Options" and select to show file extensions. Now rename the file extension from 
M4A to M4R, copy the new ringtone to the automatically add to iTunes folder, 
then connect your phone and sync it.

Alternatively, you can Google "MP3 to AAc converters", there are all sorts of 
online converters where you can browse to where you saved your MP3 ringtone, 
upload it and then convert it. Most likely they will convert to M4A which is 
the music format and you still have to go and rename it as described above and 
then copy to automatically add to iTunes so it gets added to your tones library 
and you can then sync it.
