I am teaching my wife the basics of IOS 8.4 on an iPhone 4S which she recently 
acquired.  I have set up everything including wi fi and her own apple identity 
and password, everything except activating the phone.  So I want to get her set 
up on face time since several other family members have either iPhones or 
iPads.  But I seem to be missing a step.  I went into settings and made sure 
that face time was on.  I then put four persons in the contacts list, three of 
whom have iPhones and one who has an iPad.  So I put the email address in for 
the iPad user and the phone numbers for the others.

But now when I go into face time and select one of the names, I am told that it 
needs to be activated.  Unfortunately, I do not understand the significance of 
this message since face time is turned on in the settings.  What am I missing?

In order to activate FaceTime you have to sign in to face time with her Apple 
ID and password. Hopefully this clarifies the issue.
